Sept. 23 on The Story: Last year, Oregon lawmakers were moving heaven and earth to cash in on the CHIPS and Science Act, a $280 billion federal funding package meant to kickstart domestic production of prized semiconductor chips. That meant sweetening the pot for big tech manufacturers, rolling out incentives for them to expand their operations in the Silicon Forest. One of those incentives, and undoubtedly the most controversial, was the expansion of the urban growth boundary — one of Oregon's most venerated institutions — to make way for the construction of some massive manufacturing facilities. A narrow version of that concept did eventually pass, handing Gov. Tina Kotek the power to make some key land use decisions this year. Now we're getting our first glimpse at what she plans to do, including an expansion for the city of Hillsboro that would incorporate half a square mile of new land for industrial development.
