Sept. 11 on The Story: Leaders at the Oregon Department of Corrections are pushing for a new state prison, asking lawmakers to look into what it will cost to either repair or replace the maximum-security facility in Salem. The big request, which would cost in the hundreds of millions of dollars, could both reshape the state's budget plans and its criminal justice system. Mike Reese, current DOC director and former Multnomah County Sheriff, said the Oregon State Penitentiary is deteriorating and it no longer makes sense to bankroll repairs, also pointing to the facility's "oppressive" atmosphere as a barrier to actual rehabilitation of prisoners.
