July 23 on The Story: In September, possession of hard drugs will be a crime again in Oregon. Multnomah County — and numerous others across the state — will launch differing drug deflection programs in order to offer people treatment services instead of jail time. Some parents whose children are addicted to drugs and living on the streets of Portland say that 'rock bottom' and optional treatment will not save their children. If caught with drugs, they want treatment to be mandatory and for Multnomah County to enforce it.
