July 1 on The Story: Monday is a historic day in the city of Portland: the long-awaited "soft launch" of the brand new government structure that voters approved back in 2022. The official transition day is Jan. 1, 2025, but the city is kicking off a six-month trial run of the new system to work out the kinks, complete with an interim city administrator and a team of interim deputy administrators to oversee the six service areas that are replacing the earlier city's bureau system.
