June 4 on The Story: A year ago, Washington County opened Heartwood Commons, the new name for the renovated former Aloha Quality Inn. It offers 54 studio units with on-site assistance for people who need subsidized housing. It's nearly full, and for some, it's been life-saver. But county officials originally pitched the housing facility as being for "high-needs, vulnerable populations" — namely, people with long-term behavioral health struggles. That idea seems to have shifted over time, with officials now saying it was always designed for independent living with optional on-site support. For the high-needs cases, there's still nowhere to go.
