May 6 on The Story: Regular riders of Portland's MAX light rail system are all too familiar with the problem: the trains may zip in quickly toward the city center along I-84 and the Robertson Tunnel, but they slow to a crawl as soon as they hit downtown. Oftentimes the last few miles of a trip take nearly as long as the rest of the journey. Other cities with similar light rail systems don't seem to have the same problem, and that's due to a key piece of infrastructure that Portland lacks: downtown train tunnels. So, why hasn't Portland done the same? There have been attempts, and it still may happen — but it won't be anytime soon.
