April 26 on The Story: Due in large part to an ongoing shortage of first responders, ambulance service provider American Medical Response has struggled to meet basic benchmarks for emergency response times in the Portland metro area. That's especially true in Multnomah County, where their contract requires that each ambulance be crewed by two highly-trained paramedics instead of one paramedic and one EMT. One effort that the company has undertaken is to pay for EMTs to attend the necessary training in order to become paramedics — an agreement that requires the aspiring paramedics to sign a two-year contract with AMR.
