April 2 on The Story: Maybe it seems like years ago now, but the Portland metro area was essentially brought to a standstill in January when a winter storm hit — covering the region in a layer of ice, leaving hundreds of thousands without power, and causing the deaths of at least eight people in Multnomah County alone. During that event, the county shouldered the herculean task of opening a dozen warming shelters for people to come in out of the bitter cold. It was the largest severe weather response the county's ever produced, and in some ways marked a major achievement. But criticisms started as soon as the county shut those shelters down, despite the fact that temperatures remained below freezing. A newly released report looks at what the county did right and what it did wrong during the winter storm.
