Description
Homeowners associations, or HOAs, are mandatory neighborhood associations that collect dues from homeowners to pay for things like landscaping or general maintenance. They set their own rules and punishments for violations — collecting dues and issuing fines, not too dissimilar from a local government agency. But they don't have the accountability of one — which, some Beaverton neighbors have found out, can quickly go sideways.
The HOA board at the Cooper Mountains Estates HOA, under new leadership, has been quick to dole out violations and issue fines, some totaling over $1,000 per week. But when residents came together to prompt leadership changes, the HOA doubled down. It's made it "essentially impossible" to be removed from power.
