Feb. 13 on The Story: As the Oregon Department of Transportation moves forward with plans to put tolls on both I-205 and I-5 in the years ahead, they're coming up against more and more concerns about the impacts they'll have. For residents of the Portland metro area and the lawmakers that represent them, it isn't just the price to commuters that poses a concern — it's the impact of all the drivers who will clog up local roadways in order to avoid the interstate tolls. This is one type of "toll diversion," a change in traffic behavior due to toll pricing. And it's not clear that ODOT has any solid plans on what to do if and when it happens.
