A Vancouver, Washington woman is living in squalor. No heat, no water and her home is falling apart. Her landlord has ignored her repeated requests to make repairs, and it turns out that’s legal because of a loophole in Washington law: Renters can’t force their landlords to make necessary repairs if they’ve fallen behind on rent or utilities.
