Jan. 30 on The Story: Today, Gov. Tina Kotek joined with Portland Mayor Ted Wheeler and Multnomah County Chair Jessica Vega Pederson for the long-awaited declaration of a fentanyl emergency in the city. The state of emergency is new, but the crisis at its core is not. KGW reporter Blair Best previously introduced us to Shannon Starr, an Arizona mother whose daughter is homeless on the streets of Portland and addicted to fentanyl. Best had already met Starr's daughter, 29-year-old Jade, while reporting on fentanyl use in the central city. Now, Best shows us what a day is like for both Jade and Starr as they struggle along on a delicate, fraught journey — that of a mother trying to stay in touch with a daughter who isn't ready to seek help for her addiction.
