Jan. 26 on The Story: Depending on who you ask, this month's winter storm either brought about one of Multnomah County's greatest triumphs or one of its greatest failures — perhaps both. To the credit of county leaders, the worst weather days had the most open warming shelters that the county's ever provided, and served a record 1,300 or so people with nowhere else to go. But the county closed those shelters down last Wednesday, leaving people to make do on the streets with snow and ice still on the ground. That decision, which officials attributed to the county metrics for emergency shelters, has earned a great deal of criticism since. And the information that's come out this week suggests that the problem could have been avoided if leaders had listened to advice they've been receiving for some time.
