The 27-year-old Andy Steven Oliva-Lopez, who was identified in footage on the Capitol grounds clashing with officers, was arrested by the FBI on Tuesday. The Portland and Washington FBI offices had identified him in video footage and images on the west front of the Capitol grounds, clashing with police.
