The University of Toronto study looked at part of downtown Portland and found that foot traffic had plummeted and was not recovering, ranking near the very bottom of cities they looked at. But after criticisms that their definition of "downtown" was too narrow, they've widened the scope to include more areas — which did impact the outcome.
