Sept. 28 on The Story: In a meeting that's been in the making for months, Multnomah County commissioners finally passed a plan for over $62 million in unspent tax dollars earmarked for homeless services. But it didn't pass without a few clashes and some sniping, as some criticized the plan's lack of cohesion and long-term vision.
