Sept. 25 on The Story: After voters narrowly passed it back in November 2022, lawsuits blocked Measure 114 before it could take effect. The law requires that prospective gun owners take a firearm safety course and pass a complete background check before obtaining a permit to buy a gun, and it also bans the sale of magazines holding more than 10 rounds. While the measure recently survived a federal court challenge — albeit one that's being appealed — it remains hung up in state court. Now that state trial, based in Harney County, is coming to a close. Attorneys for both sides have delivered their final remarks, and it's all up to the local judge's deliberations.
