Sept. 13 on The Story: In 2000, the little European nation of Portugal made history when it decriminalized user amounts of drugs and adopted a public health approach to addiction. To the surprise of many, that model showed a lot of success in its early years — so much so that years later, voters approved a measure in Oregon inspired by Portugal's example. But so far, Measure 110 has had a rough go of it. Funding for drug treatment was slow to roll out, and overdoses have skyrocketed in the last few years amid a very visible crisis of drug use and addiction. Now it seems that some of Oregon's elected officials will soon head out on a whirlwind trip to Portugal in order to learn more about the place that started it all.
