Description
Sept. 1 on The Story: In July, the city of Portland opened the first of its six planned large-scale sanctioned homeless camp sites, located in the Clinton Triangle off Southeast Powell. In order to get neighbors on board, the city pledged to keep other camps clear within 1,000 feet of the site. Yet camps and trash are building up nearby. The problem, as it turns out, is that they're located on private railroad company property — somewhere the city of Portland has no jurisdiction.
