Aug. 22 on The Story: In the western United States, two influential court cases decided at the Ninth Circuit Court of Appeals now govern how cities can enforce restrictions on homeless camps — essentially barring cities from punishing people for sleeping on public property when there isn't available shelter space. One of those cases originated in the southern Oregon city of Grants Pass, where a group of homeless residents sued the city over its ordinances. Now, with other remedies exhausted, Grants Pass has petitioned the U.S. Supreme Court to review the case. Past precedent suggests they may get passed over. But it's also a very different court compared to what it was just a few years ago.
