Aug. 11 on The Story: In June, the Portland City Council passed a new ordinance governing how the city deals with homeless camps. Central to the ordinance was a daytime ban on unsanctioned camps anywhere in the city, forcing people who sleep on the streets overnight to pack up and move somewhere else during daylight hours under penalty of criminal citation. That ordinance went into effect July 7, but Mayor Ted Wheeler said that enforcement would be "phased in" over a period of months so that outreach workers have time to work with homeless people in the meantime. So has anything changed at all in this first month of the ban?
