Aug. 2 on The Story: After Oregon law enforcement linked the deaths of four women whose bodies were found around the greater Portland area this year, they revealed that they'd found a person of interest in the case — a man later identified by news outlets as Jesse Calhoun. He'd been released from prison in June 2021 after Gov. Kate Brown commuted the last 11 months of his sentence. The case puts a spotlight on Oregon's recidivism rates, the likelihood that an inmate will re-offend after release. By the numbers, Oregon's rates have been falling and appear to be below the national average. But a look behind the data suggests that there's a more complicated story.
