Early on, there were some truly positive signs that the idea was working to actually curb substance abuse, which is partly why Oregon followed suit in 2020 with Measure 110. But a recent Washington Post article explores how those good outcomes have started to turn around in Portugal, in some ways leaving them worse off than they were prior to decriminalization.
