July 19, 2023 on The Story: Since he began showing signs of serious mental illness about two decades ago, Brett Meister has been involuntarily committed for inpatient care four times. And for his mother, Janet, it's a never-ending cycle. Civil commitment doesn't last more than six months before Brett is released and begins to show major symptoms again — preventing him from caring for himself and sometimes making him a danger to himself or others. The case shows yet another side of Oregon's lacking infrastructure for mental health care; one where the state's system for involuntary care does work, but only in short stints.
