June 23, 2023 on The Story: This week, Portland Mayor Ted Wheeler unveiled his plan for an ordinance that would make the public use of drugs punishable with criminal penalties. According to his office, the new rules would sidestep Measure 110's drug decriminalization. While state laws have historically punished drug possession — penalties that Measure 110 reduced to citations for user amounts — the ordinance takes aim at drug use itself. The mayor says it's a way to fight back against deadly overdoses in Portland, which have been on the rise. We take a closer look at the proposal tonight on The Story.
