The new ordinance, which also bans camping full-time around schools, childcare centers and shelters, passed in a 3-1 vote on Wednesday afternoon. Only Commissioner Carmen Rubio voted against it, saying that neither service providers nor homeless people are prepared for what this ordinance will bring.
