June 6, 2023 on The Story: Researchers at Portland State University just released their first report in a 3-year study of Measure 110 and its outcomes. This report, in particular, looks at how law enforcement officers view the measure and how it has affected the criminal justice system. Surprising no one, their outlook is pretty bleak.
