House Bill 3501, the “Right to Rest Act,” won’t even receive a public hearing as planned. It proposed banning sweeps of homeless camps, but it stalled in Salem without sufficient support from lawmakers. Senate Bill 603, which proposed paying $1,000 monthly stipends to many homeless or low-income Oregonians, met a similar fate.
