April 24, 2023 on The Story: Beginning in September 2020, the city of Portland set up about 130 bright red port-a-potties around town so that unsheltered people would have access to clean public restrooms 24-7. Since then, those toilets have been gradually disappearing — the result, city officials say, of funding shortfalls and repeat vandalism. But other public bathroom options have been dwindling as well, meaning there are precious few options available for people living on the street, particularly at night. It's just one of many programs for Portland's homeless to quietly evaporate within the last few years.
