April 7, 2023 on The Story: Last night we took a deep dive into the Oregon state budget, making brief mention of the state's idiosyncratic "kicker" rebate. But the thing itself deserves some explanation. Since 1979, Oregon has embraced a bit of a gamble every two years around tax time. If actual state revenues hit 2% or more above what economists predict, everything above that amount goes back to taxpayers. Because it means money back, the kicker is pretty popular. But not everybody agrees that it's the best use of tax funding — especially when the state has some big needs these days.
