Two women who were attacked by convicted rapist Richard Gillmore want the state to consider additional context when releasing convicted sex offenders. Due to the statute of limitations, Gillmore was only convicted of raping one woman — even though he confessed to attacking nine. As a result, he was released as a low-level offender.
