Feb. 17, 2023 on The Story: The group that's overseeing a project to build a new Interstate 5 crossing over the Columbia River has outlined what it will take to fund it: some federal grants, tolling on the I-5 bridge (both old and new), and a cool $1 billion from both Oregon and Washington. For their part, Washington set those funds aside almost a year ago. But the recommended budget put forward by new Oregon Gov. Tina Kotek at the end of January doesn't return the favor.
