Description
The Grants Pass Police Department said on Facebook that Benjamin Obadiah Foster was spotted Tuesday morning in the Grants Pass area walking a dog.
A manhunt is underway for Foster after a woman was found unconscious, bound and near death in a house in Grants Pass on Jan. 24. On Wednesday, she remained hospitalized in critical condition.
