Sept. 5, 2022 on The Story: Margaret Carter, Oregon's first Black female lawmaker, is calling for statewide bail reform to address domestic abusers. She said the current bail system allowed for a loved one to be murdered by an ex-partner in Southeast Portland. The alleged killer was being held on charges related to domestic violence when a bail fund paid to let him walk free.
