Mayor Ted Wheeler will speak about Portland's rise in shootings and homicides during a press conference Thursday at 2:30 p.m. He is expected to announce an emergency declaration in response to a newly updated report released last week about the continued rising gun violence in Portland. Wheeler will be joined by representatives from the Portland Police Bureau and the Community Safety Division, including the Safer Summer PDX team and the Office of Violence Prevention.
