According to State Police Colonel Christopher Paris, Cody Balmer, 38, of Harrisburg, is in custody. According to Dauphin County District Attorney Fran Chardo, a criminal complaint is being made to charge Balmer. Charges will include attempted murder, terrorism, aggravated arson and aggravated assault against an enumerated person. Charges will be filed within the next several hours.
