Description
The City of Montrose has agreed to pay a man $35,000 in a tacit acknowledgement that one of its police officers violated his free speech rights by ticketing him for swearing.
An officer cited Josh Smith with disorderly conduct – a charge later amended to interference – after the man used coarse language to complain that three Montrose officers had clogged up the drive-through lane at a local fast-food joint.
