Hurricane Oscar made landfall in Cuba Sunday, bringing heavy rains, winds and storm surge. The U.S. national hurricane center reported winds of 75 miles per hour as the storm made its way across the island. Before the storm hit, Cuba had already been dealing with its worst blackouts in years. The impact of Oscar is further complicating efforts to get the power back on.
