One dog decapitated, another dragged behind a car, others left in a house when their owner moved out — we've seen several cases of animal cruelty over the past few months.
You might be asking what's being done to keep this from happening and hold owners accountable. 10 Investigates has been taking a deeper dive into some of the bills targeting animal cruelty in the upcoming legislative session.
Debbie Darino helped push lawmakers to pass Ponce's Law. It enabled stricter sentencing including prohibiting pet ownership. Now Darino is championing two new bills.
Senate Bill 494 would create a statewide animal abuse database. It would allow animal shelters to search for a name on the Florida Department of Law Enforcement's website like the site already in place in Volusia County.
“It’s not a registry. The database is not a registry in any way,” Darino said. "The database is basically a compilation of animal abuse cases in the state of Florida from all 67 counties. Every day, the clerks across the state, their information in their system is transmitted to the FDLE website and they store it wherever they store these things."
"What we're asking is for them to just create a link on the website and reroute those animal abuse cases into the link so that anybody can just go on there and click the link and there, there they all are. So before like animal rescues and shelters and law enforcement, animal control, and just your everyday people, before you adopt out an animal, check the database, make sure that the person you're adopting it to does not have a criminal history," she continued.
Darino said the one she helped get passed previously has already shown its value.
“When I first did the database here in Volusia County, two people went to our local humane society and they tried to adopt out animals. They were both in the database. So that's the purpose,” Darino said. “Just another thing to help the animals from being put in the hands of abusers."
The other bill Darino is advocating for is Dexter's Law, named for a dog killed right here in Pinellas County. The owner who had just adopted the dog before he was found decapitated is accused of killing him. Domingo Rodriguez is slated to go to trial next week. This bill would allow for a sentencing multiplier for animal abuse crimes. An offender could face harsher penalties in severe cases of abuse.
