Several cold weather shelters are opening across Tampa Bay ahead of a powerful cold front that will drop temperatures across the region. Officials said their program will be activated from Monday night through Tuesday night for the homeless and those who don't have adequate heat as the temperatures are expected to dip to or below 40 degrees with wind chill.
