Description

Tropical Depression 18 has formed in the Caribbean Sea about 900 miles south-southeast of Tampa. Conditions are expected to be more conducive for development over the next 24-48 hours with lower wind shear and deep oceanic heat content. Tropical Storm Rafael is likely to form by later today as thunderstorms organize around the center of low pressure.
