A hauler from Louisiana was arrested in New Port Richey after he allegedly charged residents $1,500 per load to clean up their items after Hurricane Helene before illegally dumping the trash. The New Port Richey Police Department says Byram Washington would dump the items on private property off Marine Parkway without the owner's permission.
