Tampa police officers arrested a third person in the deadly Halloween weekend shooting in Ybor City, the department announced. Dwayne Tillman Jr., 21, was charged with second-degree attempted murder and attempted aggravated battery. Police say on Oct. 29, video evidence and statements from witnesses determined that Tillman fired a gun and shots went into the crowd in Ybor City. "He shot recklessly into the crowd with everybody in there, and he's going to be held accountable for that," Tampa Chief of Police Lee Barcaw said during a news conference Thursday afternoon. "We will bring justice to any victims impacted."
