Tampa police officers arrested a third person in the deadly Halloween weekend shooting in Ybor City, the department announced Thursday. Dwayne E. Tillman Jr., 21, was charged with second-degree attempted murder and attempted aggravated battery. Police say on Oct. 29, video evidence and statements from witnesses determined that Tillman fired a gun and shots went into the crowd in Ybor City.
