The man accused of killing eight people outside of a shelter at the Texas border has been identified by Brownsville police. George Alvarez, 34, is in custody after police said he ran a red light, lost control and flipped over. Police said Alvarez hit 18 people in the crash, which killed six people at the scene and left 12 critically injured. Two of the victims then died at the hospital.
