Finnish President Alexander Stubb says he is "carefully optimistic" about a possible ceasefire in Ukraine, following a summit of Joint Expeditionary Force (JEF) leaders in Oslo. Speaking alongside Stubb, Norway's Prime Minister Jonas Gahr Store announces that the JEF has "agreed to invite Ukraine to form an enhanced partnership" with the alliance, which consists of 10 countries and was set up to rapidly respond to crises.
