A 16-year-old boy is being charged as an adult in connection with a double homicide this month at the Foothills Mall in Fort Collins. Ivan Arreguin, 37, and Luis Angel Arreguin, 27, were both shot on April 5 outside the mall in the 200 block of East Foothills Parkway.
