A proposed bill, House Bill 3604, came about after a cat owner sued what was then the Willamette Humane Society in Salem and argued the shelter adopted out their family pet. The bill's sponsor, Rep. Tom Andersen, said shelters need a statewide law for how long to hold cats before someone can adopt them.
