May 5 on The Story: The news about Portland's budget has been dire for the last few months, with city officials warning of a $93 million gap in the general fund and other shortfalls for ostensibly self-funded departments. Any plans to fix the budget released so far have only tackled part of the problem. But on Monday, Mayor Keith Wilson released his full proposal for a balanced $8.54 billion budget. And the highlights, at least, seem perhaps not as bad as anticipated. Wilson touts new investments in public safety and homeless services, for example. Less obvious are the ways he went about balancing the budget — hiking fees, slashing park maintenance, and embarking on a 20% cut to administrative "core services" over the next year, to name a few.
