June 2 on The Story: Since the beginning of the present legislative session, there have been murmurs surfacing of how lawmakers plan to shore up the Oregon Department of Transportation's ailing budget. A tax- and fee-filled proposal from Democrats had Republicans howling and proposing their own version — one that would instead take the funds from ODOT's hide through deep cuts. But more recent discussions have lawmakers considering something once so controversial that it prompted multiple Republican walkouts: cap-and-trade. Though Oregon now has something similar via executive action, the legislature never did approve a climate change mitigation plan of its own. Now, some lawmakers are signaling that it's back on the table.
